Best Text-to-Speech Solution for my Website [on hold]

I'm working on the 'Ease of Access' section of my website with the options to increase the font-size displayed on pages to a minimum, invert colours and whatnot. I wish to implement a plugin which, if enabled by the user, to read content on my website.

Presumably my best option is a website plugin, however there might be some programming I've not come across which allows the likes of PHP to read content. I'm not entirely sure how this all works.
